Catholic Charities of Louisville (CCL) is the social-service arm of the Archdiocese of Louisville (ADOL). GENERAL SUMMARY:

The RSS Subrecipient Specialist is a staff member of the Kentucky Office for Refugees (KOR), a department of Catholic Charities of Louisville. Catholic Charities of Louisville is a pass-through entity (PTE) for the federal Office of Refugee Resettlement (ORR) to administer the Kentucky state refugee resettlement program and serve as the State Refugee Coordinator’s office. KOR is responsible for the management and operation of federal funding that supports post-resettlement programs for refugees and other eligible populations who arrive in Kentucky. KOR funds programs and services in each resettlement community and participates in community meetings to ensure general awareness and coordination between stakeholders.

Refugee Social Services (RSS) programs include those described at 45 CFR 400.154-155 and ORR Policy Letters. Examples include: employment services, English language training, case management, citizenship and naturalization preparation services, services to older refugees, refugee school impact, youth mentoring, and refugee health promotion.

Under the supervision of KOR’s Program Manager, the RSS Subrecipient Specialist is responsible for communicating with a portfolio of subrecipients and contractors, providing timely and accurate data on service participation and outcomes for federal reports, equitably awarding funding that facilitates access to essential services for refugees, and setting clear and reasonable performance expectations for subrecipients and contractors. The RSS Subrecipient Specialist role is vital to the fulfillment of KOR’s responsibilities to ORR, subrecipient organizations, and refugees.

ESSENTIAL DUTIES AND TASKS:

  • Facilitate communication with a portfolio of KOR’s Refugee Social Services (RSS) subrecipients.
  • Provide timely and accurate data on service participation and outcomes of KOR subawards
  • In conjunction with the RSS Program Manager, equitably subaward funding that facilitates access to essential services for refugees
  • Set clear and reasonable performance expectations for subrecipients and contractors
  • Host voluntary training and networking opportunities to facilitate sharing of best practices and create opportunities for interagency collaboration.
  • Other duties as assigned

 

EDUCATION AND EXPERIENCE:

Experience that demonstrates knowledge of the role of a federal pass-through entity (PTE), federal grant administration, performance evaluation, social services, and communications is required.

Bachelor’s degree in public administration, public policy, political science, or nonprofit management highly preferred.

SPECIALIZED SKILLS AND KNOWLEDGE:

  • Strong written and verbal professional communication skills
  • Ability to complete data analysis tasks to produce descriptive, diagnostic, and predictive insights from large datasets
  • Excellent executive function for tracking tasks, timelines, and communication cycles
  • Ability to work under pressure and meet deadlines
  • Strong abstract and discursive reasoning skills
  • Expertise in interpretation and application of federal regulations, including 2 CFR 200 (Uniform Administrative Requirements)
  • Ability to read, write and understand the English language
Education Requirements (All)
Bachelor's degree and social services experience or at least two years of social services experience is required;
